Why do designers for book and movie covers sometimes use stock photography?

I often see books and dvds that have the same cover art as other books and movies, it’s because they use the same stock-photos. If problems like that happen so often, why not make your own pictures and avoid the problem?

Probably because stock photos are cheaper and easier than hiring a photographer, I agree with you though, it’s pretty lazy and doesn’t say much for the originality of the work.
